The Finnish statistics mostly display relative figures (number of loans per inhabitant etc.). Remember also to consider the size of the populations in question (e.g. Finland: about 5 millions, United Kingdom: about 60 millions, Germany: about 80 millions).
It is difficult to say whether Finnish library service is the best in the world, surely it is among the best. Several surveys on public attitude to the libraries have been conducted over the years, and the results are always very positive. Indeed, Finnish public libraries are the most popular culture service in this country.
