To start with, I apologize for the answering being overdue.
As you alraedy have talked to your lawyer friend, I suppose you are not asking for legal advice but rather for an opinion, what the Finnish common sense would say about your problem. Hi,
There's no final decisions made yet of the type of the nuclear reactors. I browsed through the applications and endorsements by the Government where the following information can be found.
First, the application by Fennovoima Oy. There's three proposed options to the type of the reactor:
a) European Pressurized Water Reactor (EPR), by Areva,
b) KERENA (a type of boiling water reactor), also by Areva,
c) Advanced Boiling Water Reactor (ABWR), by Toshiba-Westinghouse.

First of all, sorry for the latecoming answer. Your question was quite difficult to answer and in the end only some information was found.
As in all EU countries, customs are regulated in Finland mainly through EU common customs tariff and of course, by law. For reasons that remained unsolved the finnish custom officer defines the custom value as transaction-value. This method is quite common also in other european countries.
