Excuse me, but from where do you have the information that Finnish public toilets would usually have a bidet/handshower? As many as I have visited in my life, I have never seen one.
I'm not saying that there are not such toilets in Finland, but they must be quite rare. I could imagine that they would be in some hotels and such places that cater to visitors coming from countries where bidet is in more frequent use.
